VIRTUAL NET METERING

  • What is net metering?
    Energy offsetting means the offsetting of the energy injected into the Network from a production station with the energy absorbed in the self-producer's consumption facility. It refers to a production station which is installed in the same or adjacent space as the consumption facility, which is connected to the distribution network through the same supply. In energy netting, the energy produced does not have to be synchronized with the energy consumed. The terms and conditions for the development of generation stations with energy offset they were initially determined by the YA APEIL/A/Φ1/ok.24461 (Government Gazette B' 3583/31.12.2014), which was subsequently abolished and replaced by the YA APEIL/A/Φ1/ok.175067 (Government Gazette B ' 1547/5.5.2017), which was recently repealed and replaced by YA No. YPEN/DAPEEK/15084/382 (Official Gazette B' 759/5.3.2019).
  • With which power limits is the development of self-producers with energy compensation applied to the Interconnected System?
    In the Interconnected System (mainland and islands connected to it): a) The power of each generating station can be up to 20 kW or up to 50% of it agreed power of the consumption facility (in kVA), if the latter size exceeds 20 kW. b) Especially for MT self-producers as well as for self-generation stations regardless of connection tendency by legal entities of public or private law that pursue public or other public interest purposes, of general or local scope, the power of each generating station can amount to up to 100 % of the agreed consumption power. c) In any case, the maximum power of a generating station (except small station wind turbines) cannot exceed the limit of 1 MW, regardless of its composition. Especially for small wind turbine generating stations or dual technology stations of which small wind turbines are one, the total installed power of small wind turbines cannot exceed the upper limit of 60 kW. The above energy netting stations are exempt from the obligation to obtain a production permit. It is noted that with the completion of the first phase of the interconnection of the Cyclades, the islands that belong to the systems of Syros, Paros and Mykonos now belong to the Interconnected System and therefore the above limits for the installation of generating stations also apply to them.
  • What is the maximum power of an energy offset generating station that can be connected per supply size?
    For the connection of a generating station to an existing consumption supply, in addition to the limits set in the HY for the power size of the station, the technical possibility of the consumer's supply should also be taken into account, i.e.: · the power of a generating station it cannot exceed the Agreed Power (SI) of the supply and especially in single-phase supplies it cannot exceed 5 kW. In three-phase supply of HV No. 6 and No. 7 (135 kVA and 250 kVA respectively) the maximum power of the generating station is limited to 100 kW, i.e. the general power limit of the generation connection to the HV. · the power of a station with rotating generators may be further limited by the above limits, depending on the technology of the generators and the way of connection to the Grid (generator with a power converter, with direct coupling or with a smooth coupling device). Especially for PV plants, the maximum permissible power per size of supply in the Interconnected System and in the NDNs, taking into account both the limitations of the HY and the technical possibility of each size of Supply, is presented in the Tables of the Annex.
  • Which technologies can be installed as part of energy offset?
    Generation plants can be of one of the following technologies: photovoltaic plants (with fixed photovoltaics on buildings or on the ground or with solar tracking systems on the ground), biomass / biofluid plants, biogas plants, small hydroelectric plants, CHP plants and small wind farms. The installation of small wind turbine stations (with power up to 60 kW) for energy compensation will be allowed after the issuance of the relevant YA. Especially the production stations connected to the MT alone may consist of two of the above technologies. The stations are installed in the same area as the consumption facilities they supply or in an adjacent area.
  • Who can install a generating station with energy compensation?
    Natural persons (commercial or not), and legal persons of public and private law, which either own the space in which the station will be installed, whether they have legal use of it (e.g. through a lease, free concession etc) and have secured the written consent of its owner space. In the case of a production station in a shared or jointly owned building area, the installation of one or more production stations, each of of which is mapped to a single consumption meter. In this case, the owners of the horizontal properties or those who have the legal use of them after granting the use of the shared or jointly owned space or part of it by the other co-owners have the right of installation. To connect to the provision of common users, the owners of the horizontal properties are represented by the administrator. A necessary condition is the consent of all co-owners of the building, which should be evidenced either by minutes of a unanimous decision of the general meeting or by a written agreement of all the co-owners of the building.
  • What are the basic terms and conditions for the installation of energy offset generation plants?
    The basic terms and conditions for the installation of power plants netting, have as follows: DXD/24.04.2015/1st Rev. 20.10.2015/2nd Rev. 23.6.2017/3rd Rev. 31.5.2019 5 - The existence of an active permanent power supply in the name of the self-producer through whose consumption facility is supplied.2 - The generating station is assigned exclusively to a consumption meter, ie with the meter of the consumption facility it supplies. - The production station is installed in the same or adjacent space as the installation consumption to which it is assigned. - The interested party has the legal use of the installation site of the station. - The interested party has paid his electricity bills in full of a related Supplier, or has joined a debt settlement regime. - The provision of the self-producer has not been included in the Environmental Household Tariff (Government no. ΙΠEN/YPRG/26359/4101 - Official Gazette B' 1936/30.5.2018). In case o the interested party is the beneficiary of this invoice, he is automatically excluded from this, by activating the power station.
  • What is the key parameter for sizing a power plant with energy compensation?
    For the dimensioning of the production station, it is advisable to take into account the annual consumption of the provision to be offset. The annual energy produced by the station is recommended not to exceed the annual consumption.
  • When is the Connection Agreement signed for the generation station with energy offset?
    The interested party, within the three-month period of validity of the offer, submits an application for the signing of the Connection Agreement to the competent DEDDIE unit (Region/Region/DFT), providing the additional supporting documents required for this stage, as indicated in the relevant application form . The competent unit notifies the interested party about the procedure for paying the connection fee and signing the Connection Agreement. Any lapse of the three-month time period (without signing a contract and paying the relevant fee) entails automatic termination of the connection offer.
  • What is the duration of the Energy Offset Agreement?
    The Energy Offsetting Agreement signed between the Supplier and the self-producer has a validity period of 25 years, starting on the date of activation of the connection of the generating station. In the event of a change of Supplier after the activation of the generating station, the Energy Offset Agreement with the previous Supplier automatically expires and a new Energy Offset Agreement is concluded between the self-producer and the new Supplier for the remaining 25-year period. This applies in the case of the transition of an operating PV plant that was installed within the framework of the Special Program for the Development of Photovoltaic Systems on Building Facilities (Government Gazette B' 1079/2009) to the self-production regime with energy offset.
  • When is the power station connection activated?
    Activating the generator connection requires the following: ​ ·The submission of a request by the interested party declaring the readiness of his installation with the relevant supporting documents provided for this stage in the application form (relevant models available on the DEDDIE website). ​ ·The completion of the works required by DEDDIE, such as replacement of an existing meter, construction of any connection project and carrying out the required checks of the production facility for a safe connection to the Network.
